add a timer to suggest feature's again​

Detailed description:

Currently it isnt allowed to suggest something that is already suggested before, add a time where its allowed to suggest features again.

A great example is THIS suggestion that got denied for being already suggested on Jul 27, 2017

another that got denied for being suggested before:
Denied, Jan 1, 2021

Its also common for suggestions to get denied with the reason 'not enough details' And when it suggested again with more details its also getting denied for being suggested before.

so my suggestion is:
- Add a time (like 2 a 3 years) and be allowed to suggest feature's again.
- ALWAYS add the link of a previous suggestion if its suggested before.​

Reason(s):

Pika got alot more players, if peopel didnt like it in 2017 doesnt mean 5+ years later People think the same.

in 2021 https://pika-network.net/threads/damage-indicator.192033/ this got suggested & denied, later they disallowed damage & heart indicator's before allowing it again. More example's will follow.​

This should be implemented asap.
Many gems are just thrown to bin because of the staff not being intellectual enough to understand perspective of the poster.

Unfortunately many good suggestions get denied because of negative feedback or the staffs to lazy to implement it. Or sometimes they accept suggestions but only implement the minor part of it. This rule gives us no chance to get what we want but also will bring many unwanted suggestions by the community and the staffs. The timer is too long and @Arrly has already said he *might* (or is trying to) be removing this rule.

Certainly, suggestions maybe very similar in times, but i do believe things could change a lot in a year or two, and adding a timer to the repeated suggestions would be let the developers reconsider again with some suggestions that they may have not agreed upon before.
