Add a /report command​

Detailed description:

I've realized that there is more and more cheaters on pika, there also seems to be a trend of hackers being named random names with combinations of numbers and letters, anyway, lets get to the point.

Because of the effort it takes to record a cheater, make an account on the forums, and report the cheater, there is barely ANYONE reporting cheaters, therefore further explaining the reason as to why there is at least one cheater in most games.

I'd love to see a /report command implemented so that when a cheater gets reported, the staff get it sent straight to them ingame, so it could be an effective and quick way to ban cheaters.

Though, I've also realized that most of the time, there is just 1 staff member online. So that could be a problem as well, though a /report command would help, or it also could just be my time zone that most staff members aren't online in, though I doubt that, and if it is that, then we need staff in this time zone, as that is a problem as well.​
