add a command to disable f shield​

Detailed description:

My faction bacardi got 8 strikes - 2x48h no shield thats 96h without shield and didnt get breach we want to do this again 100h without shield challenge
add something for factions to disable their shield #BacardiSummer

Just held against Adobo (21 times), LeCocaina (17 times) and Combined Randoms (10 times) on a 48 hour shield ban (we counted their attempts only 48h of 96)​
