Im not gonna upvote or downvote this, but i can assure you they will not accept it because when it comes to big server addon the staffs/dev does not want the player base intervene.

It would be nice if you could explain your ideas more clearly or concisely for the developers to review. I don't really understand the core elements of the new gamemode you're suggesting.
