High ping in Iran

Hey there so i changed my isp ( by using my phone data or home internet ) as you see in cmd my ping is good but hen i connect to pika server my ping is too high that I think it's around, 2000ms or 3000ms (due to VPN blocking, I can't use a VPN to get a better ping) also, I can't move...
