That is how the rules are, autoclickers need to get SS'ed before getting punished, even if it's clear, so reporting an autocliker will get the report instantly denied. -

To add onto what @Your_Death_450 said, to report hackers, you'll need video evidence. Screenshots won't suffice. You can learn more about the types of evidence required and make it sufficient from this article. -
