No you got the rule wrongly, you are allowed to buy rank for friends or random players, but if you chargeback you are geting ban for it while nothing will happend with the person that got the rank. Anyway sending this to pika admins to look into it. -

We care same for both normal and donator members. Donators do not get any other stuff that their rank provides. And there are reasons why some 'hackers' arent banned. If a better player comes, 90%of the server will say he hacks, but the thing is, most of the people don't know how to use mouse...- XTheYo

Problem comes if you have a Brother/Sister, if you play at some other places, Gaming clubs etc..it can lead to punishment for those who are innocent. Of course IpBan for Hackers is Great idea, but good players who get banned because of foolish little brothers or some random person from city...- XTheYo
