This issue is probably because of the farms people make, to cooldown the farms so there is less lagg in Pika-Network. -

This probably means you are using someone his IP-Address or using a VPN. As long you don't abuse the VPN's are allowed, but as you see this VPN has been abused and probably IP-Banned for that reason.
