how to get level bracket?

You have to buy them using gold. They are limited-time available during special events only (Eg. : Easter, Christmas, etc.)
There is one Blue Bracket which you can get by opening the Vote Crate in the Bedwars Lobby.
To equip Level Brackets : Right-Click on the 8th Slot on your Hotbar which will open up the Level Colour Menu. At The Top (Right Side), select Level Brackets option. You can equip the Level Brackets you own from there.

gold is not a problem and i already have vote blue bracket,but what i want to ask is that where i can buy those special bracket? from the game or from this website?
Also , how can i know there is a event?

You can buy them from the in-game shop /gshop
Whenever there is an event, they announce it in their discord server
why i only see boosters,mystery box,rank,rank upgrade in my /gshop menu?

When there's a sale like Valentines day, Christmas or Spring, then you see a package which includes various perks like level brackets, mystery boxed etc..
