MOB spawn rate
You can't do anything about the spawn rate, however you can absolutely finish the enderman kills as I've seen people who've done it. And according to them what they did is afk really up high in end and go down from time to time and kill the enderman that spawned below, repeat the process. -

Surviving Process
You don't need nether warts nor blaze sticks for weakness potion. You need fermented spider eye (Sugar + Mushroom + Spider eye) and water bottle. So there's really no need for you to to the nether in early game. -
dont spawnig vilagers
It's harder to find zombie villagers this season due to spawnrate, the best course of action is to get yourself a couple of villagers in resource world and breed them in normal world. All you need to have is safarinet. You can zombify and cure them yourself no problem. -
