There's something in the chat about a wither spawned every few hours , how do I spawn it ( don't talk about the 3 heads and 4 soul sands , i know of that method )

You can spawn it normally (With 4 soul sands and 3 heads like you said), but note that after you spawn a wither, you have to wait 3 days to spawn another one

I never knew about a cooldown until recently, but I didn't have a cooldown when I spawned the wither a couple of weeks ago.
I summoned more than 20 in a row in the green world below Y:0, if that makes a difference.

Update: Green World has no cooldown for wither spawning.
