It replaces gray on some maps, on the other ones it replaces other colors (like yellow on Utopia). It depends on the map.
There's no historical reason why orange is a thing, but I don't think a historical reason is needed. Orange is just an amazing color and it deserves to be everywhere. Everyone who disagrees is wrong. :)
