He didn't get banned mody. His ip changed to a banned one. But he doesn't know how he changes it even tho he just did.

i can try to explain;

In some countries they have Dynamic IP-Addresses. This means your IP will change (sometimes 213.xxx.xx.xxx or 213.234.xx.xxx) Into a new IP-Address. sometimes it works when you restart your router or you are using a VPN. sometimes you have to call your ISP to fix this issue but 90% of this issue could be solved at your home, this can also be something else. every country is different between Dynamic IP-Addresses. You can check on google for the best information of your country.
