Convert the current horizontal top-bar navigation into a organized "Mega-Menu" with hover/click dropdowns to declutter the user interface.

- Consolidate Top Navigation: Group the loose top-bar buttons (Forum, Vote, Staff, Members, Rules, Punishments) into streamlined main category hubs on the header bar.
- Dropdown / Sub-option System:
- Forums Hub: Add a dropdown menu listing direct links to primary sub-forums (e.g., General, Gamemode Forums, Support, Bug Reports, Suggestions, Rules).
- Community Hub: A dropdown containing Staff List, Members, Discord Link, and Rules/Policies.
- Appeals & Support Hub: A dropdown containing Ban Appeals, Player Reports, and Payment Support.
- Mobile-Friendly Drawer: Replace the squeezed top bar on mobile screens with a responsive slide-out hamburger menu (☰) with expandable accordion sections.
- Sticky Navigation Header: Keep the primary navigation bar pinned to the top of the viewport when scrolling down long forum threads.

- Reduces Clutter: The current header is crowded with individual buttons that make the site look dated and messy.
- Fewer Clicks / Faster Access: Players currently have to load the main Forums landing page first, then locate a sub-forum. Dropdowns allow users to jump directly to specific sections (like Bug Reports or BedWars forums) in a single click.
- Better Scalability: As new server sections or gamemodes are added, staff can easily tuck them under existing dropdown categories without overflowing the top header row.
