VPN lobby access​

Detailed description:

people with vpn should get a chance to alteast acces a specific vpn lobby to use /email command
cuz sometimes due to some sort of misunderstanding it shows we have a vpn on even when we dont
it happened to me once and today i saw it happen to another player.
now if this is misunderstanding i believe we have to create an appeal and appeals take time to be resolved

thus to save the time of both the player and the staff who reviews appeal we can add vpn lobbies where only /email command can be used
