To add black market npc​

Detailed description:

So the black market npc will be on the pvp area. Is a public npc so he will have limited items.It will sell 3 special items per day. This items to be on low price or irdk. Items like egaps; kits vauchers; super pots; and prot v gear. But the npc will be avalable after u get level 25. He will sell that items for specials misions or specials points​

Reason(s):

The people will getting good items like donators have and will a chanse to defeat then.​

Example(s):

I am good at pvp , at this tipe of pvp. But everyone is killing me because i dont have good items. From that npc i finaly take good items and show i am good.​
