Swearing is speaking a offensive language on other players. The main preferences of a swearing happening is when some people are fighting each others on the chat.
Why does swearing happens?
We have to look through all the chats to actually see what have been happening.

You guys might say that "Oh! They both broke the rules,", well, that is true, but think again. If the victim found himself punished, will he feel good? It is up to your choices to whether report or not. You were encouraged to not report the victims.
For the 3. part, I really does not understand the jokers.
" I will keck your ass" -> What? this is a joke? this makes people who is sitting in front of the computer harassed and offended. He or she may feel insecure because of your words.
