special punishment for moneyspamming

Hi.
Some people have the annoying tendency to money-spam. Sending you small amounts of money with /pay to get your attention. Some people also use that in combination with the /nick command to communicate with you if they are muted. I think that the idea behind muting is to prevent you from communicating, so this - i.mo. - should be qualified as mute evasion, but it is not.
As the money spam is a thing on it's own, it can be seen as a separate violation if there would be a rule for it. Now you cannot report people that money spam that are muted, because, muted already.
So i thought that if people money-spam, it might be a nice idea to disable payments for them for a while. Which would immediately fix the ability to communicate this way.

the idea about being muted is that you cannot communicate. If a player uses another command to still communicate and does it spam-wise, there should be a possibility to punish the player for that. People still experience hinder from that player, even if muted.
You cannot mute them harder, so it be better to punish them in a way directly related to the offence that they are committing. Disable the use of the /pay command for a while (day, 3 days, week, month, forever) i think would be a good suggestion. Maybe that will teach them not to hinder other players.
