Reduce Ranked Queue times

Now that elo searching times has been increased by so much, it's extremely difficult to get a queue, especially in less popular modes such as debuff.
Once you reach a certain elo mark, around 1150 elo in any ladder, it takes more than a minute to even search down to the base 1000 elo and usually much longer than that to get a queue, because after a minute of waiting in a queue people will either queue someone lower or leave the queue for unranked most of the time. You end up having to rely on the two minute mark when elo restrictions are done, but at that point you are waiting in the queue for longer than you would be playing for. Moreover, at 1200 elo when the ratio becomes 2 elo gained to 14 or so elo lost, for every game you lose, you will end up having to play for about half an hour or more to get back that lost elo.
This isn't super fun to do, and I think some improvements could be made by doing one or more of the following
-Making the queue search faster
-Ignoring elo restrictions after just 1 minute
-Helping out the elo ratio to benefit higher elo players, you've gotta gain more than 2 elo per win at just 1200 elo
-Making the queue search one way - If one person in the queue is searching at 1000 and someone who's 1000 joins, they don't have to search up to your elo

-Unfortunately, even with 500+ players on pratice at peak times, there are often 0 players queued or in game in all of ranked
-A lot of people end up spending time in queue rather than actually playing the game
-The way that the elo structure is set up, the highest title is available for 1460 elo
To get to that title, for most gamemodes it would probably take 6 hours of straight playing, assuming you never lose
-This type of grinding isn't as much the point of ranked, that's more for unranked
-Right now and for the past 5 years for practice being high elo or higher up on leaderboards hasn't been about being good at the game, it's been much more about having the freetime or the patience to play a lot more, which goes against the point of ranked
-A lot of people end up spending time in queue rather than actually playing the game
