The main problem is that the expectation for us staff is to always be available for any inquiry players have. This is sadly not possible due to the playerbase being massive and our time being limited. Pyro has already mentioned the amount of people trying to get a staff's attention for something they could just spend 10 seconds on themselves (simple things such as reporting players).
Of course this isn't like a real job, partly because there's no paycheck or anything, we are all volunteer workers trying to help out the server.

If you have an issue with this, avoid it by just not breaking the rules. Rules aren't there to give the harshest punishment possible, but to make sure the server stays friendly and fun for everyone. There is sadly no server at a similar scale than this where everyone follows the rules, which is partly understandable, since not everyone tends to read them, but they
should usually be aware of what they're doing and whether it's wrong or not.
Take spamming as an example: Most players do not know that repeating the same (or very similar) message 3 times in a single chat window is considered spamming. This is completely fair and understandable, which is why the punishment is only a simple warn, which doesn't affect the user in their time playing. They still get a notification for the warning which reminds them to not repeat their offense, and they should know for next time.
Now take Death Threats as another example: Anyone should know that giving out death threats is something that isn't allowed. It's part of common sense, and shouldn't even need to be included in the rules. If someone tells death threats of any kind to a different person though, they quite obviously get their 30 day ban (assuming it's their first offense) and not a warning. Warnings are there to prevent players to do what they've done for the future, not to actually punish them and affecting their gameplay.
I truly hope you can also agree that things such as Death Threats or Doxxing threats should not just be a simple 3 day ban or something, as that'd barely be enough of a punishment to make the player regret what they've done.

If you see someone breaking the rules, report them
here (or do /report in-game if it is a cheater report). Furthermore, if you believe a staff member is doing their job wrong, you can give any feedback
here. (Yes, I'm aware Pyro has already mentioned this, but I think it's important to include this in here too).
Additionally, spamming does not result in bans but only in mutes for repeated offenses. This means that someone could spam and get muted (2nd offense or higher), while a different person could spam and only get a warn, resulting in them still being able to talk (1st offense).
