Mushrooms spawners don't work..

My mushroom spawners don't work even when I put mycelium blocks.
Can someone please help me fix this thing?

add a 3x3 podzil floor under the spawner

Mushroom cows only spawn with mycelium, when there is enough light and that the mycelium blocks aren't covered in anything ex. water.
