Make TcpNoDelayMod allowed, if it isn't already.

Helps people with getting better internet (more info here: https://kohi.net/tcpnodelaymod/ ) - It is in vanilla 1.8.8 and up, so why wouldn't it be allowed? I got warned for using this.
