make Border countering illegal​

Detailed description:

Border countering is basically when someone makes a side counter at the border side of their cannon and ussually people do not have walls here since their barrel is ussually at that side aswell so it is very hard to have both at the same side​

Reason(s):

Making walls on border when your barrel is there is very hard because of the fact that you have to shoot there aswell. If you don't know this is already a rule on jartex and on alot of other factions servers. Border countering makes raiding other's very hard and you can see this since no1 has gotten actually raided in PikaNetwork OpFactions for a very long time. If you decide to accept this suggestion it's gonna make it much more fun and easier to acctually raid someone. Most people would also agree with me since there is no side timer here aswell.​
