Local ban members of faction who gets DQ-ed for remaining of season + remove all spawners faction had​

Detailed description:

When a faction gets dqed, all they do is hide their spawners/banknotes in chest random in wild, then few days after that change their ip, make alt and continune playing like nothing happened. This occured almost every season someone got dq-ed.
If you get dq there is no reason for you to be on server, let alone keep your value.
Yes i do know that pika staff check for this every season, but you can't even imagine how many players last season played on alts i personally knew of.​

However, we have eventually decided to deny your suggestion due to the following reason(s):

• We already enforce certain measures if players strike evade or continue breaking the rules after getting disqualified. Immediately banning everyone would be too harsh and unnecessary.
• If someone slips under the radar by using alts now, they would do so under your system too. Nothing would change as we already do the available checks before payouts.
