Denied Survival fix mob cap

Detailed description:

I have spent hours building countless perfect mob farms and still no result - they work on singleplayer, allthough they never work on this server. And I allso know the reason and fix to this. because there are so many players on servers, mobcap suffers, but there is allso a server plugin named ''paper'' which has a function "per-player-mob-spawns" which fixes this problem.​

I mean if this plugin is easily accessable the devs really have no reason to deny this suggestion and i really think this should make the game more enjoyable by getting the rewards u worked for u got a +1 from me

Oh and also i don't know is it already suggested to add spawners for mobs but in case it is not which u can check by using searching feature that i'm lazy to use atm bev it's 3:31AM as of typing this
u could make a suggestion abt adding spawners to the game but in my opinion nobody would really like adding that to a gamemode named "Survival" but if u wanna try u always can

mob spawners arent mineable and are in game just like in vanilla - allthou i like it this way
