Denied OP Factions Enable using gen buckets when enemies are nearby

Enable using gen buckets when enemies are nearby​

Detailed description:

Enable genning while enemy is nearby since there is /fly in enemy claims the gens should be enabled people can be 100 blocks in air and you still cannot gen walls or a box to raid someone.
If you don't wanna enable genning while enemies are nearby, at least make it less range so when an enemy is nearby 40 blocks from you. It doesn't allow you to gen, but if he's away 40+ you can gen.​

Reason(s):

When you try to gen a box up and an a enemy is nearby it says you cannot gen. You cannot make walls on your cannon boxes or gen the cannon box itself.
If someone camps your base after the raid, you cannot even regen your walls.​

if t he enemy is 90-100 blocks away from u u cant gen
