Disallow High Ping Players​

Detailed description:

Do not allow players with over 250 ping in a ranked queue​

Reason(s):

i have lost so much elo to ppl with 900 ping just becuase they were teleporting around and even if they were still, their hit boxes would be a mile away​

Atleast one third of the server can not play then.
Including me.
Some players have a high ping not becuz they have a trash internet, is becuase they live far away from the host.
