Is Cross Teaming with a person who is in your party and is playing together morally ok? If not, does it abide by the rules of Pika network? I have seen many people Cross Team and justify by saying they are in a party.

No, it is considered cross teaming and u should report these rule breakers here

They don't have to be in party they can casually ask in chat other player if they want to team with them.
