Claim-Specific Time (Noble+ Perk)
Detailed description:
Add a Claim flag that allows Noble+ players to set a fixed time for their claim.
I suggest adding a feature for land claims that allows Noble+ ranks to force a specific time of day for anyone standing inside their claim.
When a visitor walks into the claim, their client-side time automatically shifts to whatever the owner has set (e.g., permanent sunset). When they leave the claim, their time reverts to normal. This is a good addition for aesthetic reasons and can be very helpful.

- Rank Incentive: This gives Noble+ players a cool, unique perk that increases the value of the ranks
- Immersion: Players build themed bases (like horror mansions or bright castles) that rely on specific lighting. This ensures every visitor sees the build exactly how the creator intended.
- Better Warps: Player warps would look much more professional if the lighting was consistent for all visitors.

- Action: A random player walks into the claim.
- Result: The player's sky immediately turns to midnight. As soon as they step outside the claim border, the sun comes back up (server time).
