OP Prison Allow /pv Access in PvP Arena

Allow /pv Access in PvP Arena​

Detailed description:

Right now, when we go inside the PvP arena, we can’t use /pv at all. It would be better if players could use /pv when they are inside the PvP arena but not in combat. If someone is not fighting or tagged, they should be allowed to open their pv to organize items or take gear out.

For example, if I go to the PvP zone to check things or wait for someone to fight, I should still be able to open my pv. But once I get hit or enter combat, it should be disabled like normal to stop unfair use.​

Reason(s):

This would make it easier for players to manage their inventory and prepare for fights without giving any unfair advantage. It keeps combat rules the same but adds a small quality-of-life improvement for people who like PvP.​
