Denied OP Factions Add "sand wands"

Suggestion:

Add "sand wands"​

Detailed description:

Sand wands to remove sand stacks or pillars on walls easier or misplaced sand gens. But make it so it wont work on sand that's been in entity form in the last 10 seconds or so.​

Reason(s):

Some cannons dont nuke all the way down or at all and it leaves stacks of sand which are annoying to get rid of.

Reason for the timer of 10 seconds from entity form is because players can sand wand sand stacks before it nukes or breaks the wall.​

Example(s):

Look on every ftop faction walls, every single one of them have sand stacks in between the walls​
