Add reporting for harassment​

Detailed description:

Some people tend to be rude and harass other people they are playing with. There should be an option in /report for this.​

Reason(s):

Swearing isn't allowed by rules, but it gets overlooked often. Adding this report option helps to keep the community safe and reduce negativity.​

Example(s):

Eg. of things that can be reported-

• (Chat Message) [username-to-be-reported] LLLLLL ur so trash
• [username-to-be-reported] go k ys (the space allows escape from filter)

The first example given is trash talk which is and has been too light to punish for a long time. The second one is already a permanent ban
