Add a way to report players ingame​

Detailed description:

most of the people play here dosent have good pc's and some are just lazy and they dont want to record upload come into forums and report it so there is tons of hackers i literlly spotted 2 hackers bhoping on a game so this would be a way to report players easily​

Until then you can turn on the game dvr while playing as i do ( if u use windows 10)

for instance you do ingame
/report ea0_2_0_8_ noob http://prntscr.com/vd4rs4

and it gets logged on somewhere for staff to check later, just like the report on forums, but ingame so u dont need to go to forums everytime, itll just log the report somewhere so staff can check it
