add a cooldown on is visits​

Detailed description:

when you tp to a island using the text [island] in chat you should have a 3 sec cooldown.
Why? players abusing it to get out of the warzone within 1 second what is an adventage. normal /spawn will take 3 seconds.​

Reason(s):

eeh pleayers abusing it to tp fast away and not get killed​

+1, very easily abused during outpost or any fights on warp pvp. If CSB has 3 sec cooldown for any tp it should have for this too.
