Ping high from 2-3 days

So from the last 2-3 days my ping aswell as alot of other players ping is going high and from high i mean it goes all the way up to 999 does any know why? Its fine in other servers so, is it my internet problem or is it just a server probem?

Can anyone tell me on which time all the vote links reset and can u pls mention the time zone also.
