I lost my spawner after a restart.
This was most likely because of a roll back. You should have the shards back into your account however if you do not you unfortunately have to grind for it again as only items obtained with real life money can be refunded.- Cqrnix

how do you spawn cows or pigs on spawner
Place your pig / cow spawner on some grass with a light source (e.g. torches or glowstone) It should work after that- Cqrnix
