Ive already tried all these for like a month and also contacted staffs but i dont think that the devlopers are aware because they are saying that my network is the problem but other servers work properly while pika does not and my router has 650mbps. And also vthat the vpn doesnt work

For now, one thing you can do is use a VPN. You can do so by creating an appeal HERE and choosing the VPN Blockage option.
VPNs do solve the problem for me most times. However, if it doesn't work for you, you can also try out these IPs:

proxy002.pikasys.net
proxy003.pikasys.net
proxy004.pikasys.net
One more solution to this is using ExitLag, but I won't suggest this, since it is paid and it might not even solve the issue.
That's all you can do for now, if nothing works, there's no other solution and you have to wait till this gets solved.
