The proof you provided is not sufficient to tell if the player is hacking or not. You need a solid evidence like you caught him using "Bed Nuker" while you are recording him.

On video him is in the blue team. Immediately after breaking their beds, running over bed. He didn't even touch it. I don't know what evidence you need but through you, he will still be destroying the gameplay. It's not that easy to record. I specially committed suicide to fly over and show hacker.
