Prevent messaging on disabled setting

Detailed description:

Currently, when having the setting "Private Messages" disabled, you are still able to message other players while not being able to receive any responses. I believe this should be changed to disallow you messaging others as well.

It makes no sense for you to be able to message others without them having any way of messaging you back.

I agree with this. If you have messages disabled, you shouldn’t be able to message others either. It just creates confusion when they can’t reply back.

I thought fixes or some minor changes in already existing feature should be reported in bug reports

Bug reports are meant for bugs, so unintended features. I do not believe this is unintended but rather not fully thought through when making the setting
