Neutral Totems are already easily obtainable from /shop so I think they shouldn't get fully removed from /kit. Although I think the amount of totems obtained from kits could be reduced, especially for the Omega and Ultimate kits.

Neutral I don't quite like the idea of sacrificing your own hearts to revive a player but I don't fully disagree with a feature to revive players. Maybe an item can be added into the seasonal crate to revive a player.
-1 The mace very overpowered and skill based, there is no need to make it easier for players to hit others using the mace. (There are already many strategies to hit players with a mace easier. e.g. Glide down with an elytra)
-1 There is no need to make a whole system to prevent players from prestiging too fast, as this can hurt players who are playing fairly. If you encounter a player boosting, you may report them on the forums here.
