Blaze Rod not spawning...

Can someone tell me why blaze is not dying in water? At first I was wondering why. Then i tried drowning the blaze in water they started dying.. NOWW! My biggest concern is i have been standing for 1 hr in our blaze farm but there is no blaze rod... Why?? someone answer me!. Thank you Btw, we...
